One of the reasons these protests have attracted attention beyond Albania’s borders is because they unfold against the backdrop of Albania’s long-standing ambition to join the European Union.
For decades, EU membership has been a major national goal, representing not only economic opportunity but also a commitment to shared democratic values and closer integration with Europe. Albania formally began accession negotiations in 2022, but the path to membership is a demanding one.
The European Union places strong emphasis on the rule of law, transparency in public decision-making, anti-corruption measures and democratic accountability. Candidate countries are expected to demonstrate that their institutions are independent, effective and capable of protecting the public interest.
Because of that, some observers worry that ongoing controversies surrounding major development projects could complicate perceptions of Albania’s readiness for accession. Questions over transparency, public consultation and allegations of preferential treatment may attract increased scrutiny from those assessing Albania’s progress towards EU standards.
At the same time, others see these protests in a very different light.
They argue that the willingness of ordinary citizens to organise peacefully, challenge authority and demand accountability is actually evidence of a healthy and active civil society. In their view, democracy isn’t the absence of disagreement: it’s the ability of people to speak out when they believe something is wrong.
Ultimately, these demonstrations may come to represent more than a dispute over a development project. They may also reflect an Albania that is actively debating its future, testing its institutions and defining the kind of democracy it wants to become as it moves towards Europe.
Or it may have the opposite effect, and damage Albania’s chances of accession to the European Union.
